Statement of the journals of the National Academy of Sciences of the

Republic of Kazakhstan on publication ethics and abuse of official position

The editorial board of scientific journals of the National Academy of Sciences of the Republic of Kazakhstan is committed to promoting the highest publication ethical standards established by the international academic community, and to preventing any violations of these standards both in their work and during their work.

The main provisions of the publication ethics in the journals NAS RK were compiled on the basis of international standards proposed by the COPE Committee on Publication Ethics.

The following are the guidelines set out for those involved in the publication process.

     Editorial Board responsibilities

The editorial board is responsible for deciding which articles will be published in the journal. The decision is made on the basis of the reviews submitted for the article.

The Editorial board adheres to the journal's policy and acts within the legal requirements, as it is responsible for copyright violation. The Editor may consult with other members of the editorial board to make a decision.

     Privacy Policy

Reviewers or any member of the editorial staff should not disclose any information about the submitted manuscript to anyone other than the author, reviewers, potential reviewers, other editorial advisors, and the publisher, as it is confidential.

Unpublished materials contained in the submitted article should not be used in own research of the scientific editor and reviewers without the special written permission of the author

     Reviewers ' responsibilities

Reviewers assist the scientific editor in making editorial decisions, as well as help the author improve the work.

Any manuscripts received for review should be treated as confidential documents. They may not be shown or discussed with other persons, except those authorized by the editorial board.

Reviewers must identify the publishing work that has not been cited by the author. Any statement that an observation, origin, or argument has previously been reported must be accompanied by an appropriate reference. The reviewer should also bring to the attention of the editorial board any significant similarity or partial overlap between the manuscript that is being reviewed and another already published work that is familiar to him.

Private information or ideas generated during the review process must remain confidential and cannot be used for personal gain. The reviewer should not review the manuscript if there is a conflict of interest as a result of his competitive, partnership or other relations or connections with any of the authors, companies or organizations associated with the material of the publication.

     Responsibilities of authors

To ensure the integrity of scientific research, authors must adhere to international standards for scientific publications.

When submitting an article for publication in the journals of NAS RK, the author must ensure that the article is original, that is, it was not previously published in another source in the current or similar form; that the article was not transferred to other publishers; that all possible conflicts of interest related to copyright and the publication of the article were resolved. In particular, translations into other languages of already published articles are not accepted

Authors should refrain from distorting the research results, which may damage the credibility of the editorial board of NAS RK and the journal, the professionalism of the scientific authorship and, ultimately, the entire scientific community.

The research results should be clearly presented. Authors must adhere to the disciplinary rules for data collection, selection, and processing.

Authors are strongly encouraged to make sure that the author group, corresponding author, and author order are specified correctly when submitting. Adding or removing authors during the editing stages is usually not allowed, but in some cases it may be justified. The reasons for the change in authorship should be explained in detail. Please note that the change of authorship cannot be made after the acceptance of the manuscript.

All authors of the article should have made a significant contribution to the research.

How to deal with unethical behavior

     Identifying unethical behavior

Illegal and unethical behavior within the framework of the study can be identified and brought to the attention of the editorial board and the publisher at any time and by anyone. Such an action should provide sufficient information and evidence to initiate an investigation. All allegations are taken seriously until a successful decision or conclusion is reached.

     Investigation

The initial decision should be made by the editors, who should consult with the publisher or seek advice from him, if necessary.

Small problems related to inappropriate behavior can be resolved without the need for more extensive consultation. In any case, the author should be given the opportunity to respond to any charges.

In case of serious misconduct, the editorial board has the right to either independently investigate the available evidence, or additionally consult with the Editorial Board and the Presidium of the National Academy of Sciences of the Republic of Kazakhstan.

     Results

Informing the author or reviewer of misunderstandings or incorrect application of acceptable standards.

A letter with more strict wording to the author or reviewer, describing the offense and warning about future behavior.

An official letter to the responsible authorities of the author or reviewer or to the funding agency.

An official review or review of an article from the journal in combination with informing the author, indexing services and readers of the publication.

The introduction of an official embargo on the contributions of individuals for a certain period.

Report the case and the results to the Scientific Department, the Presidium, the General Meeting of the National Academy of Sciences of the Republic of Kazakhstan or a higher body for further investigation and action.
